Russia's national health agency says it is concerned about outbreaks of plague and other infectious diseases in the United States and is ready to assist Washington in combating them. Observers see the offer as trolling, coming shortly after reports of plague cases in Russia's Irkutsk region, and it is drawing attention and mockery online.

Why now: The offer is widely read as a provocative joke given Russia's own plague reports, making it a talking point.
