Russia offers US help fighting plague outbreaks

Russia's national health agency says it is concerned about outbreaks of plague and other infectious diseases in the United States and is ready to assist Washington in combating them. Observers describe the offer as trolling, pointing out that it comes shortly after reports of plague cases in Russia's own Irkutsk region.

Why now: The offer reads as ironic propaganda given plague reports inside Russia itself, making it a talking point.
