Supporters of Ukraine are arguing that Moscow itself is a legitimate military target, describing the Russian capital as the heart of what they call a terrorist state. They point to reports that Kyiv's civilian population faces roughly 300 to 500 Russian drone and missile attacks per day, launched in an effort to terrorize residents into abandoning the Ukrainian capital. The claim reflects growing frustration over the intensity of strikes on Ukrainian cities and calls for Kyiv to strike back deeper inside Russia.
Why now: Russian aerial attacks on Kyiv have intensified sharply, fueling debate over whether Ukraine should target Moscow in retaliation.
