Commentary out of Kyiv is arguing that Moscow itself is a legitimate military target, calling Russia a terrorist state whose capital should not be considered off-limits. Why now: Renewed Russian strikes on Kyiv are prompting debate over whether Ukraine should strike back at Moscow directly.
