The governor of Jonglei State in South Sudan has been seen travelling in a convoy of numerous expensive SUVs, prompting criticism about how national leaders must travel if a regional governor does so. Why now: The stark contrast between officials' conspicuous luxury and the population's poverty is drawing public anger.
