Democrats seek to change California's recall process
Original: Schwarzenegger became governor through a recall. Democrats want to change the process
California Democrats are pushing to change the state's recall process, which allowed Arnold Schwarzenegger to replace Governor Gray Davis in the 2003 recall election. Critics argue the current rules let a candidate win with a minority of votes and make recalls too easy to trigger, and legislators want reforms to raise the bar for removing officials.
Why now: Ongoing debate over election rules and rare use of gubernatorial recalls keeps reform proposals in the news
