President Volodymyr Zelenskyy said Kyiv will step up its attacks on Russian oil refineries, responding to Moscow's strategy of targeting Ukrainian infrastructure during the winter months. The announcement highlights Ukraine's effort to degrade Russia's energy and fuel capacity and disrupt funding for the war as cold weather increases energy demands on both sides.
Why now: The winter campaign is escalating, with both sides targeting energy infrastructure and observers watching for the impact on fuel supplies and the war's course.
