Downing Street has stated that Manchester City are not 'above the rules' after Greater Manchester Mayor Andy Burnham faced backlash over remarks widely seen as defending the club. The comments followed controversy surrounding City, prompting the Prime Minister's office to distance itself and insist the club should be treated like any other.

Why now: Burnham's remarks sparked political backlash, forcing No 10 to respond amid ongoing scrutiny of Manchester City.
