Women attending Oktoberfest in Munich are being given shorts to wear under traditional dirndls, in an effort to prevent upskirting photos at the festival. The initiative has drawn attention to ongoing concerns about voyeurism and harassment at the event, with many debating whether the responsibility should sit with perpetrators rather than potential victims.
Why now: The measures reignite debate about women's safety and victim-blaming at a major public festival currently in progress.
