Ukrainian President Volodymyr Zelensky told the Financial Times that intercepted communications show Vladimir Putin ordered Russia's military to abandon previous constraints and intensify attacks on civilian targets, saying there are 'no rules now'. The claim points to an escalation in Russia's conduct of the war, with renewed strikes on Ukrainian cities and infrastructure expected to draw intensified international condemnation and discussion of further support for Kyiv.
