New York City is moving ahead with a plan to replace an aging government office building in Lower Manhattan with nearly 4,000 apartments. The proposal, pushed by Mamdani, would convert government office space into much-needed housing. The plan is drawing attention for its scale and for what it signals about efforts to ease the city's housing shortage by repurposing public buildings.
Why now: New York's housing shortage makes large-scale office-to-housing conversions politically charged and newsworthy.
