The Trump administration is leaving out several major allied governments from a gathering of NATO members next month. Reports say the exclusion follows threats to compile a "naughty and nice list" ranking governments according to whether they have aligned with the president's priorities. The move is drawing criticism as an unusual way to treat long-standing NATO partners.

Why now: Excluding key allies from a NATO meeting and threatening to grade governments on loyalty is seen as a striking shift in US alliance politics.
