Pelican Rapids, a small Minnesota city, is set to gain new leadership following a year in which US Immigration and Customs Enforcement intensified immigration enforcement there. The change in local leadership comes as the community continues to grapple with the effects of the stepped-up enforcement activity, which has drawn attention across the region, with residents watching how the transition might shape local responses.
