European defence ministers have gathered in Paris to discuss continued support for Ukraine. President Emmanuel Macron has proposed a 'forward deterrence' plan that would see French nuclear-capable Rafale fighter jets deployed across Europe, alongside investment in infrastructure and communications. The plan reopens debate over the French nuclear umbrella and Europe's post-war security guarantees for Kyiv.

Why now: Macron's proposal to extend a French nuclear deterrent across Europe is a significant and controversial shift in European defence policy amid ongoing support for Ukraine.
