Secretary of State Marco Rubio said no one ordered Starlink to be slowed down, adding that it 'sorta happened.' The remarks come as Starlink and Starshield services in Ukraine remain disrupted, with reports of the system still down. Ukrainian President Volodymyr Zelenskyy separately confirmed there was no warning ahead of two Russian ballistic missile attacks overnight, intensifying debate over US support for Ukraine's wartime communications.

Why now: Starlink outages in Ukraine amid the ongoing war have raised questions about whether the US government influenced the service, making Rubio's denial newsworthy.
