US Secretary of State Marco Rubio pushed back on a reporter's question over whether there is any evidence that Vladimir Putin is open to peace talks on the war in Ukraine. Rubio said diplomacy is not a criminal case requiring proof, arguing that engagement with Russia is the necessary path even amid pessimism about the prospects of ending the war through negotiations.

Why now: Rubio's forceful defense of pursuing talks with Putin comes as doubts grow in Washington and among allies that diplomacy can end the war.
