Russia struck the CHP-4 thermal power station in Kyiv overnight, in what Ukrainian commentators describe as another violation of a supposed energy truce. Reports also emerged that Starlink access in Ukraine was restricted without warning, with officials calling it impossible to be a coincidence. The strike adds to sustained attacks on Ukraine's energy infrastructure.

Why now: A fresh strike on critical energy infrastructure in Kyiv, combined with the unexpected Starlink disruption, is drawing attention to the fragility of any ceasefire on energy targets.
