Ukraine has announced that President Vladimir Putin recently ordered his military to stop maintaining any pretence of following the laws of war in its invasion. Observers note the announcement underscores Kyiv's view that documented atrocities were not aberrations but deliberate policy.
Why now: The claim that Russia is formally abandoning even the pretence of observing the rules of war is a striking escalation in how the conflict is being framed.
