Congress has never passed a real budget
A claim circulating in US political discussion holds that Congress has never passed a real budget, despite its legal duty to fund the government through annual appropriations. Lawmakers routinely miss budget deadlines and rely on stopgap spending bills and continuing resolutions, fueling criticism that the formal budget process is broken. Commentators are debating whether the dysfunction reflects political gridlock or deeper procedural failure.
Why now: Recurring government funding fights and shutdown brinkmanship keep attention on Congress's failure to complete the budget process.
