Russia's strikes hollowing out Kyiv as a functioning capital
Original: Emptying the Embassies: Russia’s Campaign Against Kyiv as a Functioning Capital
Russia's sustained air campaign against Kyiv is increasingly targeting not just infrastructure but the city's viability as a functioning capital, prompting foreign governments to scale back or relocate embassy operations. Commentators warn that the emptying of diplomatic missions signals international acceptance that Ukraine's administrative centre can no longer operate normally under relentless strikes, with implications for diplomatic presence and support.
Why now: Renewed Russian strikes on Kyiv are forcing embassies to close or downsize, raising concerns about the erosion of Ukraine's capital as a diplomatic hub.
