The Council of Europe is working to strengthen multilevel cooperation to protect the rights of internally displaced persons in Ukraine. The initiative focuses on coordination between national, regional and local authorities to safeguard the rights of millions of Ukrainians displaced by the war, covering areas such as housing, social support and access to services for those forced from their homes.
