California's governor has signed legislation aimed at protecting workers exposed to pollution from the Tijuana River Valley, where cross-border sewage flows have long raised health concerns. Senator Catherine Blakespear announced the signing. The measure addresses hazards faced by people working in areas affected by contaminated runoff flowing north from Tijuana into San Diego County.
