The Overseas Development Institute has published a report questioning whether current climate finance 'readiness' programmes actually serve fragile countries. It argues that existing approaches may misunderstand what vulnerability and capacity look like in fragile settings, calling for readiness funding to be rethought so it meets the needs of states facing conflict, weak institutions and high climate risk.
